During the one-party dictatorship, public demonstrations in this country were organised only by the sole political party, CCM, or TANU and ASP before it.
But, even after the introduction of multi-party democracy in the early 1990s, it was still not possible for any opposition political party to either hold a public rally or stage a demonstration without a licence from the police.
