Maj. Gen. Kale Kayihura, the army officer who (rather oddly) heads Uganda's civil police force, must be rapidly losing friends among his fellow citizens. Reason? He is perceived as the man whose "boys" are beating, shooting and locking up opposition leaders and their supporters who have been "walking to work" twice a week to protest government indifference to the high cost of fuel and other basic commodities.
Poor man! Some people do not appreciate the toughness of policing a country that has so many unemployed youth, petty rogues, hardcore criminals, restless politicians and a ruling clique whose members sometimes accuse each other of behaving like the Mafia. So heavy is the task that the appointing authority, Gen. Museveni, seems to believe it calls for a no-nonsense soldier rather than (just) a highly qualified police officer, no matter how smart. Gen. Kayihura has enthusiastically embraced the responsibility. And the cake that comes with it!
