Uganda: What's Ailing Country's Economy?

Why is Uganda's economy ailing? One does not need to be a doctor to see that somebody is unwell, so it does not take an economist to see that all is not well. For, like a slightly fevered, sniff-cough person, the tell-tale signs, the symptoms are evident:

• Widening trade deficit - imports are almost double the exports: $5.7b versus $3.4b in 2009/10 and projected to be $6.5b vs $3.8b in 2010/11 (broadly speaking, exports are our earnings and imports our expenditure)
