THE idea of a tier of government that would bring government close to the masses was initially fashioned by the Colonial government in the nomenclature of Native and Development Authority.
With time, under the military and subsequently civilian administration, the hitherto Native Authority became known as Local Government to make governance at the local level more impactful and beneficial to the people. But over the years, this tier of government in every part of the country has lost its relevance because of its failure to live up to the expectations of the people.
