The government has disbursed Shs29.6 billion as capitation grant for Universal Secondary Education (USE) barely a week to end of second term. However, some schools have already closed, citing financial constraints.
Mr Francis Agula, the Ministry of Education commissioner, yesterday said the money was for the first time channelled through local governments on July 28 to avoid delays.
