It is both good and bad that President Museveni is meeting members of Parliament on the sly, hoping to wangle their support for his ill-conceived Mabira Forest give-away pet project. Unfortunately for us though, the bad news about the good bit is that it is restricted to the recognition that even amidst the beating of war drums there appears to still be room for civility.
Recognised democracies all over the world are structured in such a way that the head of state is able to lobby lawmakers. Past and present American leaders, for instance, have extracted all manner of deals from confidential meetings with chairpersons and members of key House and Senate committees in which the respective individuals have been invited to tea at the White House.
