A DEAL reached between President Robert Mugabe and Prime Minister Morgan Tsvangirai in March to put pressure on cabinet ministers in order for them to implement the 24 outstanding Global Political Agreement (GPA) issues agreed by the governing parties last year has failed to yield desired results six months on.
When ZANU-PF and Movement for Democratic Change formations agreed on the implementation matrix for the 24 issues last year, the Southern African Development Community (SADC) gave them a month to comply.
