Tenants in Kibuye, a city suburb, recently locked their landlady in her house, accusing her of frequently disconnecting their power.
They said Joyce only allowed for a power supply to her house and that of her children.
"We have requested her to give each of us metres, but she has turned a deaf ear. Instead, she wants us to pay the money as part of the rent and then she rations the power," complained one of the tenants.
