Pretoria — President Jacob Zuma says government's R9 billion jobs fund and the R20 billion tax incentive scheme announced earlier this year are being implemented.

But, the US and European debt crisis, which threatens to push the global economy into recession, are making it difficult for South Africa to forge ahead.
