The National Elections Commission (NEC) has for the second time admitted to what it calls "human errors" exhibited in a formal communication of notice addressed to the opposition Congress for Democratic Change (CDC), informing the party of a presidential run-off election. In the communication to the CDC dated October 25, 2011 and signed by NEC's Chairman, Mr. James M. Fromayah, a copy of which is in possession of this paper, the body informs the CDC that the governing Unity Party(UP) obtained 394,370 or 32.7% of the valid votes cast.
The body also informs the CDC: "you received the highest vote total among the 16 candidates, thus qualifying you to participate in the run-off election on November 8, 2011."
