While the activation of the refugee cessation clause for Rwanda has been delayed until mid-2013, both the government and the UNHCR are determined to do away with refugee status for Rwandan citizens.
The 1951 Geneva Convention relating to the status of refugees stipulates that refugee status can be lifted under certain clearly defined conditions. This can be done on an individual basis, when a person does not meet the conditions to be considered a refugee, or as a blanket measure for all citizens of a country - the so-called cessation clause.
