President Kibaki and Prime Minister Raila Odinga have yet to respond to the January letter by IEBC on whether they will dissolve the Coalition government by October to pave way for a December elections.
As a result, the IEBC is toying with the idea of announcing an election date in 2013 because the two principals are unlikely to dissolve the Coalition government.
