Fraternite Matin (p. 5) carries an account of the Council of Ministers meeting chaired by President Ouattara yesterday. In addition to announcing a reduction in the number of official government motorcades which frequently block traffic in Abidjan, the Council also discussed the planned return of the African Development Bank (ADB) to Abidjan.
