Rwanda: Rubavu Administrator Arrested 'Over Fraud'

Rubavu District Executive Secretary, Christopher Kalisa, has been arrested for alleged mismanagement of funds.

Kalisa was arrested along with two other suspects, John Byiringiro, the former Director of Gisenyi Prison, and James Mugume, the head of a private firm, Double Quality Service Company Ltd, for allegedly conspiring to embezzle Rwf 7 million.

According to police spokesman Supt. Theos Badege, the suspects were allegedly involved in falsification of documents in which they purported to have supplied bricks to be used in the construction of the just completed Gisenyi Prison.

"The investigations are complete. They were involved in forging documents to circumvent a tender worth Frw7million," Badege said.

"They will soon be produced in court; the government is committed to zero tolerance to corruption."
