The seven districts have no master plans, and the funds are aimed at ensure sustainability of land use and facilitate investments in these major towns, as [art of the government program to extend development in rural areas.
The benefiting districts include: Gisagara (Rwf63m), Rulindo (Rwf64m) and Ngororero (Rwf63m), Nyamagabe (Rwf80m), Rutsiro (Rwf80m), Burera (Rwf73m) and Gicumbi (Rwf77m).

Mutamba said that only Nyarugenge district- the Central Business zone located in Kigali city has a complete and Physical Detailed Master Plan (PDMP). Others like Gasabo, Kicukiro, Nyagatare, Kayonza, Rwamagana, Karongi and Rusizi are conceptual plans and still working on developing physical details,
However, the PDMPs for Gasabo and Kicukiro districts are slated for completion by December 2012, and will take a tune of about Rwf2 billion.
Government has set its target of having all the 30 districts with master plans by the end of this year, 2012.
