Kenya: NCIC to Form Task Force to Consider Hate Speech Evidence

The National Cohesion and Integration Commission will soon form a task force to consider admissibility of evidence for prosecution. NCIC chair Mzalendo Kibunjia said the task force will look at various internet hate speech cases that they have been investigating and the possibility to be present them as evidence against suspects of ethnic hatred. "We will form a task force that will include the Criminal Investigations Department, service providers and other stakeholders. We are liaising to tackle the issue of evidence, what can be admissible and what cannot," he said. "There are a number of websites we are monitoring. We will use the Evidence Act to inform our decision,"

Speaking to the star, Kibunjia said the NCIC would soon issue a comprehensive statement on the matter. The NCIC had earlier on issued a stern warning to Kenyans using the internet to spread hate speech that they would soon be held accountable. "We are worried about Kenyans using internet to spread hate speech," Kibunjia said, adding that they would not have anywhere to run to.
