Rwanda: Health Sector on Course of Achieving Key Goals

The adoption of innovation approaches and a strong commitment to improving health care delivery are the key ingredients setting Rwanda on course of achieving millennium development goals [MDGS] as well as the health sector targets within the vision 2020.

Some of the first half achievements for 2012 show the significant progress in the area of improving quality of health care and strengthening health systems leading to better service delivery and reduction in prevalence of major infectious diseases across the country.

According to the minister of health, Agnes Binagwaho, the ministry of health is building on a solid foundation that has been created by the strong leadership of this country and the goal of the ministry is to ensure that every Rwandan accesses affordable, sustainable and quality health care as a basic human right.

Binagwaho, highlights some of the achievements that the ministry has attained with in the first half of 2012, such as successful rollout of reformed policy on community based health insurance[CBHI], that is the metuelle which started in 2011-2012 financial year, and which has become a household brand because of the strong value Rwandan attach to it.

She also notes some other achievements in the health sector which include, reduction in both incidences and prevalence rates of major infectious diseases, improved management of community based health insurance by providing technical support and training of CBHI managers and accountants, construction of Ruhango hospital which has open doors to the population, construction of kinihira,kibuye hospitals, that are soon being completed, introduction of new vaccines such as Rota virus vaccine for children, acquisition of more medical supplies and equipments including ambulances,30 drug drugs trucks and motor cycles to facilitate quick delivery of services among others.

The minister points out a new program called "Human Resource for Health"[HRH], which will start this July, its main aim being to bridge skill's gap within the sector so as to create high quality and sustainable healthcare system.

The program will also enable the ministry to establish a critical number of human resources for health [HRH] to ensure access to quality health service for the people at all levels of health system, from the referral hospitals to the community level.

Binagwaho said that through this new program, quality and skilled-level of Rwanda clinicians and health sciences educators including medical doctors, nurses and midwives as well as oral health professionals will drastically be increased.

The government increased funding to the health sector for 2012/2013 by 11.6% rising from Rwf 66.3billion last financial year to Rwf 74billion this year. Which will improve bring near health centers and improve access to drugs especially for life threatening diseases and conditions.
