A report released by a committee of Parliament indicates that the Shs 200bn national identity card project was mismanaged and as a result taxpayers will lose hefty sums of money.
The report concludes that the project was procured without regard to standing public procurement regulations. State House is reported to have endorsed 'single bidding', having identified a German company, Mühlbauer Technology, to do the job. The project was apparently disguised as 'classified procurement' to circumvent PPDA regulations.
