The massacre of 52 people in Tana River district is the latest illustration of the legally and morally unacceptable phenomenon of mob justice. It is to be traced to the failure of the rule of law, or rather, the justice system.
In 1996, a report titled Kenya Shadow Justice authored by Rakiya Omar and Alex de Waal pointed out the phenomenon was a product of the failure of the entire justice system.
