Misappropriation of tax-payer resources should be punishable by incarceration. Merely resigning after these egregious acts, and walking away unpunished, will likely not deter others contemplating similar acts. While the president can't control all of the despicable acts of her officials, she must ensure that these individuals no longer hold positions of public trust.
