Uganda: UDN Threatens Demonstration

Uganda Debt Network has threatened to hold a demonstration of a million Ugandans if the Finance minister does not make a parliamentary statement on the status of the Integrated Personnel Payroll System (IPPS).

The IPPS was proposed by the ministry in the 2010/11 budget but has not been implemented. Julius Kapwepwe, UDN's programmes director, says the recent spate of cases of fraud in government shows how badly Uganda needs a comprehensive database pertaining to the country's labour force.
