Tanzania: Cheating Consultants Earn Magufuli Wrath

Singida — WORKS Minister John Magufuli has warned all engineering consultants who collude with contractors and hence contribute to shoddy workmanship in the course of handling development projects.

In a strong-worded statement, Dr Magufuli has told the consultants to stop the habit or risk disqualification in any construction project in the country.

Dr Magufuli sounded the warning at Shelui sub-town in Iramba District here on Tuesday soon after inspecting rehabilitation work going on at the Shelui-Misigiri road along the Singida- Mwanza highway.

The 33.5km portion now being re-done by a Chinese Contractor - CHICO- also includes the notorious Sekenke area which has been severely damaged.

The minister observed that some of the consultants in the country were the source of shoddy works being carried out by various unfaithful contractors, saying the area now being rehabilitated was a case study of irresponsible consultant engineers.

He remarked that in actual fact, consultants were supposed to work on behalf of their clients by supervising keenly and ensuring that the work being undertaken by the contractor was implemented to the satisfaction of the client. For that reason, the minister said, consultant engineers were not expected to betray their clients by colluding with contractors, instead they were expected to do their jobs faithfully.

'Now I warn you consultants, especially you resident consultant engineers, who collude with contractors, to stop the nasty game immediately. Make sure you help your clients, which of course is the government that offers you this opportunity," the minister said, adding:

"Mr Regional Commissioner, I am aware you have the powers to put in custody for 48 hours, anyone who goes against the laws of the land. I will really be glad to hear that one day you have put in custody a consultant for sabotaging government efforts," Dr Magufuli emphasized.

He said, the same message should also reach the unfaithful contractors who do not perform to the satisfaction of the government in various development projects they are assigned. The minister further called on all TanRoads regional managers to be more alert in overseeing and supervising contractors or else they will be fired if the work given is performed poorly.

Meanwhile, Dr Magufuli has cautioned all local government executives in the country not to misuse money issued by the Road Fund Board, saying the money was not meant for councillors' allowances, but for the construction of roads only.
