South Sudan: Response to the Open Letter to H.e. President of the Republic of South Sudan By Buot Manyiel Buot.

"The necessity of promoting Director General Akol Koor Dut to Lt. General Saturday September 8th 2012 Vol. of issue No. 238."

We are really confused what to do, it is better we have to learn the ways the armed services are been run. The armed services for your information are grouped into the following:-

Group one - Lieutenants - 2nd and 1st Lt.

- Two - Captain

- Three - Major

- Four - Colonels - Lt. Col. and Colonel

- Five - Generals - Brigadier General

- Major General

- Lt. General and General

Their allowance and duties are characterized as in the way explained above. The work of 2nd Lt. and 1st Lt. do are the same safe captain and major the work Lt. Col. And that of colonel are also the same the work of Brigadier and above is the same. No General falls under other generals in command as the author may be conceived major general does the same work as that of Lt. General.The promotion of officers is not the same as that of NCOs; the none commission officers when he does a wonderful thing he is immediately promoted while the officer is not an officer because his promotion comes with his colleagues and term one stays in one rank unless there are other reasons if one is left behind when his colleagues are promoted. An NCO when commissioned he stays in one rank almost ten years his promotion is not as that of permanent ranks he is a ranker that stays more years in one rank which is not the case, permanent ranks are tied with courses and exams the later does not have that condition.During the time of 21 years SPLA war many Sudanese privates and NCOs who worked in the Southern Sudan their promotion was rapidly when these NCOs returned to Northern Sudan they found themselves senior to their colleagues who did not go to southern Sudan. Also those killed in the South were given double promotions it became a big problem in the entire army where some of the NCOs were ordered to be reduced in ranks. Otherwise one has to leave the army earlier and when leaving the army he may not get the pension because his years in the army can't give him pension. The only alternative was that the field allowance was created in the whole army one year in Southern Sudan to be considered three years of which the whole army benefited irrespective of the ranks and files.

Gentlemen the armed service is a professional work of which the system promotes and not the President of state in a country where president is a civilian. He is the one to sign all the promotions of officers and commission officers. In 1956 for example after the independence of the Sudan, the Sudanese government introduced the system of integrating the officials into army and police colleges only three to six months and were graduated as officers. When Prime Minister Ismail Al Azary visited El Obeid the authority of El Obeid were faced by who will make the guard of honour to the Prime Minister while the young officers were not qualified to do the guard of honour only sergeant Shareffadin was qualified. The inspector of police who was by then Lt. Col. requested Mr. governor if he could temporarily give two stars to Sgt Shareffendin to be 1st Lt. in order to make the guard of honour and when the Prime Minister left he is going to be called in the office of Mr. Governor and reduced to rank of Sgt. Shareffedin by then in defiance of the orders by saying that did "I not do the guard of honour well even the premier Minister and the senior officers from Ministry of interior were happy and wondered were such an officer was found in El Obeid it became a big problem until it reached the ministry of interior and Prime Minister the rank of 1st Lt. was confirmed by the Prime Minister and the blame went back to the authorities of El Obeid the guard of honour should have been done by that Sgt with his rank why not.

Buot Manyiel Buot claimed to be one of students of law I do not know which university. But I want to tell you that the President cannot accept what you proposed, general Akol Koor Dut is not in hurry his promotion comes together with his colleagues. He may be one of the joint chief of staffs in future if God wants. Supposed if one of the University students becomes very bright performs his exams by obtaining high marks in all subjects do you think the professors can recommend him to the Vice chancellor of the University to promote him to third class while he is in 1st Class jumping 2nd Class can that be in case? In professional work people are not in hurry one waits for his turn and he will get what he wants but not in the way you proposed. I repeat it is the system that selects and promotes the leaders not through individual recommendations. It is the same system which regulates there are laws governing as a criteria, in that it can create stimulus reaction throughout the armed service when one leads he is better than those behind him. General Akol Koor Dut through the recommendations received by the President of the state from Army GHQS and because the President knows Akol Koor Dut better than us was the one which made general Akol Koor Dut occupied such position he is holding today. We all expect further steps for him because it is said right person in right place so do not get worried what you predicted will solve itself at long run in case
