South Sudan: Civil Society Is a Watchdog in Fighting Corruption

opinion

My wholeheartedly greetings, appreciation and backing to Hon. Stephen Dhieu Dau, the Minister for Ministry of Petroleum and Mining, whose credentials reputed to be a highly qualified and well trained Leader of Northern Upper Nile State.

Hon. Dau at the official opening of a three days "Experience Sharing on Natural and Public Resources Governance Conference" Monday the 3rd September in Juba

was heard addressing the Nation's Senior Officials Participants, "The only way to prevent corruption in a system with such massive and rapid movement of oil and wealth is to be absolutely open in our affairs. Your role as civil society is of outmost importance in the fight against corruption in the Oil and Mining Sector."

The Federal Minister did not intend to compete with his member colleagues, nor

to claim the lead, but he initially was promoting government integrity as a team, with clear vision, well designed strategy, well-funded prograrnrnes and sound political will.

As such, the Minister being pragmatic and foresighted opted to share his experience with the law - makers, judiciary, and other community stakeholders who were participating in that high profile conference. He asked them to work hard and to strengthen and fully support the civil society if the country is to fully fight any form of corruption in the country's extractive industry."

Hon. Dhieu Dau is quite sure if civil society alliance is well organized, well trained,

provided with necessary requirements and well guided. It would definitely deliver efficient and effective services.

With that condition on board and for public consumption, what is civil society organization and its role? Civil Society organization is a non- racial, non-sectarian,

non-religious, non-profit and non-political organization. The mission of this organization is to bring the members regardless of their sex together with the goal of promoting it's unity and facilitating aspirations and dreams for the future.

That is to say, the workers trade unions on both the public and private sectors are correlated with tenacious committed associated professionals such as medical doctors, engineers, judges, advocates and journalists among others.

The third group covers, women (gender) and youth associations. Had our national

and states legislative assemblies been very keen enough as to provide the public with necessary acts and regulations the civil society alliance would have been a real watchdog which could contribute positively in combating corruption on all walks of life.

In addition to that role, it can also adopt and disseminate the peace core values such as fairness, justice, tolerance, to accept one another, integrity, harmony and a look to the future. With all that on board the (CSA) civil society alliance can eradicate tribalism, our new Nation plague and could also contribute in nation building.

Nevertheless, the civil society alliance is being categorized as a very powerful democratic machinery. It can also adopt and disseminate across the country, the democratic core values such as impartiality, justice, equality, respect other opinion, individual participation and community sharing in decision - making, transparency and accountability, the realm principles of good governance.

At the end of the day, nobody would waste his/her energy and money to support a poor and corrupt nation, because the donors have strong belief that it will not reach to the intended beneficiaries on the ground. Despite the imposed austerity measures negative impacts which have widened the gap between the super-rich and the poor, still there is a hope for possible change.
