Lack of discipline by drivers and motor cycle riders is the leading cause of increased road accidents.
President Kibaki says that with the enactment of the Traffic Amendment Act, traffic offenders will have to deal with more stringent penalties.
He says all road users across the country must abide by the Highway Code and exercise caution and patience.
