With the increasing burden of non-communicable diseases, the threat of bioterrorism preparedness and response as well as emergencies the health sector continues to remain underfunded. Medical Services PS Mary Ngari says both health ministries were only allocated 93 billion shillings of the 174 billion they had asked for.
