Zimbabwe: Tsvangirai Meets Mashonaland West Provincial Council.

President Tsvangirai said Zimbabwe needs to fix its governance culture as it is retrogressive and old fashioned. Speaking to the Mashonaland West Provincial leadership, President Tsvangirai asked why the people should be oppressed.

"We want rule of law, not rule by law. We need a new crop of leadership that is focused on issues not on politics. We need to focus on the economy. The MDC government will be focused on giving food to the people, creating jobs and job opportunities for them, developing our infrastructure and improving agricultural yields," he said.

He added that the country needs US$ 14 billion dollars for infrastructural development. He said that national government should focus on knowing what to give the people to make them effective economic players."A government need to put in place policies that encourage be it a farmer to farm, add value to the produce and sell the same," he said.

To that effect, he said a municipal bonds need to be created with other cities to encourage growth and development to world standards."Local authorities should be able to borrow money for developmental purposes, while at the same time they pay back the same loans. The same thing with the Small to Medium Enterprises- they should be given loans so that they grow and create jobs for many. But these facilities should not be abused. People should grow out of the thought that government will settle debts. Government is only able to do that when the nation generates revenue," he said.

Speaking on the Constitution, President Tsvangirai said that it is this generations' historical role to deliver the new constitution to the nation and future generations. He said that Mugabe wanted the new constitution but was getting opposition from some of his lieutenants who are afraid of their past.

The leadership took time to articulate the new MDC economic blueprint, the Jobs, Upliftment, Investment, Capital and the Environment (JUICE).

President Tsvangirai was accompanied by members of the National Standing Committee.
