The Chairman of the Montserrado Legislative Caucus and Representative of Electoral District #16, Edward S. Forh says, the Administrative inefficiency that is impeding the developmental processes at the level Montserrado County leadership headed by Superintendent Grace Kpaan has frustrated him and other of legislative colleagues thereby planning to lobby for votes of no confidence in her.

Rep. Forh in an exclusive interview with this paper noted that his frustration is being drawn to the slow payment of the District's scholarship fund that is in the possession of the County Superintendent and students have been put out of schools both high and Universities due to what he described as administrative inefficiency on the part of Montserrado County Supt. Grace Kpaan.
