President Mwai Kibaki will this afternoon address a special session of Parliament. Speaker Kenneth Marende made the announcement yesterday saying the President will do so in his capacity as Head of State and Government and not as MP of Othaya.

The president's address will be the last one since Parliament is expected to go on recess on Thursday and then be dissolved on January 15.

Marende said the President will address the House from 4pm and thereafter attend dinner at Intercontinental Hotel hosted on his behalf by Parliament at 6pm.
