Carthage — Spokesman of the Presidency of the Republic Adnane Mnasser underlined that blocking the Presidency of the Republic draft budget for 2013, "was due to a misunderstanding of the details of the draft budget by the National Constituent Assembly (NCA) members and speculations of partisans."

During a meeting with the press held, on Wednesday afternoon in Carthage, Adnane

Mnasser said that the non-adoption of the Presidency of the Republic draft budget before the end of December 2012, will put the NCA in deadlock. In this case, the finance law will be promulgated by a republican decree.
