Rwanda: Nyamagabe - Minaloc Officials Evaluate Performance Contracts

A team of officials from the Rwandan Ministry of Local Government (MINALOC) and some leaders from Southern Province of the country, on January 17th 2013 visited Nyamagabe district to evaluate the execution of 2012-2013 performance contracts.

Team leader and assistant Director of Rwanda Local Development Support Fund (RLDSF), Saïd Sibomana reveals that the visit was meant to evaluate, identify problems and advice on remedies to the successful implementation of the performance contracts.

Sibomana says: "The aim is not to reward the best district but to point out what brings challenges in the execution of performance contracts, so that they are rectified."

He adds that a meeting is being organised at ministerial level where by all problems that hinder implementation of the performance contracts will be revealed and the concerned authorities be sensitized.

The mayor of Nyamagabe district, Philbert Mugisha reveals that only 3 projects out of 55 performance contracts pledged have not been implemented. They include recording the crop production and growing wheat.

Performance contracts were classified into colours like this; 39 contracts between 50-100 percent are put in green, 10 between 20-49 percent in yellow and 3 below 19percent contracts in red colour.

Sibomana commends Nyamagabe district for their commitment in implementing performance contracts. "To have worked on 39 projects out of 55 in the first six months is a lot of hard work."

During the visit, the team decided that reports should be handed in to different levels and to strengthen sensibilisation on health insurance and others should be focused on for efficient service delivery.

The Rwanda Local Development Support Fund (RLDSF) is a Government Fund under the supervision of MINALOC, established to contribute to the realization of government policies by building the capacity of local entities, reducing extreme poverty and mobilizing financial resources for funding the development of decentralized entities and Kigali city.
