Rwanda: How to Avoid White Elephants

This is with reference to the article, All this Push, where is the Pull?, The New Times, December 21.

The writer, Alline Akintore, has observed what many people experience in Africa when it comes to technological valorization (transfer, adoption (diffusion) and integration in that order. Persons (including organisations) considering a technological shift must consider; the characteristics, environments, needs, and rewards. Transition should be well planned so that the integration is smooth and beneficial. Otherwise we shall continue to transfer and procure the best technology available and have white elephants.
