South Africa: Public Protector Finalising City of Johannesburg Billing Systemic Intervention Report

Public Protector Advocate Thuli Madonsela, will by 31 March 2013, release a final report of her systemic intervention into the billing problem that recently confronted the City of Johannesburg.

Her intervention followed after residents of the City complained about exorbitantly high and incorrect bills. The Public Protector called on the City to resolve the problem while her office monitored progress.

She advised the City to consider international benchmarking with other billing systems in the world as well as establishing its own Ombudsman to address complaints against the City.

The City of Johannesburg last year announced that it will establish its own Ombudsman, a move welcomed by the Public Protector. She said by establishing the Ombudsman's office, the City will provide correct systems through which people's anger could be channelled - in the process reducing people's frustration and streets protests.
