Kenya: Kibaki Impediment to Constitution Implementation

Is President Kibaki the major impediment to the implementation of the constitution? CIC chairman Charles Nyachae says Kibaki's refusal to gazette the Land Commission is unwarranted since the AG has already advised him to. He says the move by the president to ignore a recent court order may erode the confidence Kenyans have in the judiciary.
