Head of public service Francis Kimemia has been criticized of acting like a political activist for the Jubilee alliance. Prime Minister Raila Odinga has asked Kimemia to resign and engage in active politics instead of using his office to campaign for a political party.

Kimemia has also been accused of diverting chiefs and assistant chiefs to campaign for Jubilee candidates.
