Angola: Penal Provisions in Angola to Change

Luanda — In the ambit of the reform on the country's justice system and law, taking place since November 2012, experts have been working to introduce changes to the penal provision of some crimes, a move that will actually mean an updating of the 1888 Penal Code still in force in Angola.

This was announced last Tuesday, in Luanda, in an interview to the press, by the Justice and Human Rights minister, Rui Mangueira, having added that a new Penal Code as such will not be produced in the next two years, but it is obvious that the punishment frame of some crimes stipulated in the mentioned Penal Code need updating, stressing that "probably in some cases there is need to aggravate it and in others decriminalisation".

In this respect, the minister pointed out s one of the priorities the treatment that should be reserved for minors, since the objective is to re-educate them through the mechanism of reintegrating them in foster families, placing them in shelter or rehabilitation centres .

On his opinion, in these concrete cases, the idea is to reintegrate the underage offenders in society and not exactly punish them.
