The UK's decision to unblock a £ 16 million in development support with some conditions should be a major reason for Rwandans to seek their own home grown solutions, be they economic or otherwise.
By setting uninformed conditions, where they will channel the support, unlike in previous years where it went directly to support the budget, raises more questions than it answers.
