Liberia: Senate Sets for a Policy Seminar for Jobs Creation

The Senate is expected to host a two day policy Seminar for the creation of Jobs for the youth. The hosting of the seminar was prompted by a communication written by Grand Kru county Senior Senator, Cletus Segbe Wotorson. The Former President Pro Tempore said his communication will allow the Senate to see the need to have a two day seminar that would foster the creation for jobs creation for youth employment.

The communication which was co-sponsored by President Pro tempore and Grand Bassa County Senior Senator, Gbehzohngar M. Findley, Lofa County Senior Senator, Sumo Kupee, River Gee Senior Senator,Frederick D. Cherue, Grand Cape Mount County Senator, Abel M. Massager, Grand Gedeh County Senior Senator Isaac Nyenebo, and Bong County Senior Senator, Jewel Howard Taylor, has drew the attention of the Liberian Senate to what it calls a moral and political problems which demand a very deep thought and urgent consideration.

During the deliberation on the communication, the full plenary of the Senate said the problem if not given the needed attention could have a devastating impact on all of the efforts they are collectively and individually making to bequeath to the young people of the Country.

According to the Senators, the moral and political problem has to do with crippling challenges of joblessness facing the people of the Country more especially the youth. The communication outlines some of the problems as the support and opportunities within the communities where they live, facing a future of uncertain job security, investors' unwillingness to take the economy responsibility to develop a core of "management trainees"as is done in other parts of the investment world, sectoral agencies ' weakness in exercising over sight for the enforcement of relevant employment, weakness in the issuance of work permits to investors, weakness in the implementation of Liberian labor law for the employment of Liberians, negative factors(drug abuse,teenage prostitution and pregnancy,uncontrolled unsafe sex and crime) all linked to job scarcity, a dramatically more complex and involving feature and the absence of a "local constant initiative"within the tenets of our concession agreements amongst other.

The tow day policy seminar is gear towards developing urgent,unorthodox and drastic programs for the minimization of above mentioned crucial realities. The Seminar will also serve as a catalyst to influence the urgent implementation of a robust and meaningful youth development work program.

However the communication had advanced some of the compelling and confusing situations that would drive the propose policy Seminar. Accordingly, the Senate wants the six accredited colleges and universities graduate at least 2000(two thousand) persons every year, whom the investors could engage immediately upon the signing of their agreements with Government for urgent and relevant training to fully occupy those positions that they claim there are no scales for. This is the most cost effective way of a sustainable operation. The communication also advanced that "there is the continuance issuance of work permits to company targeted employees for people whose educational are to say the least questionable, yet these permit continue to flourish, the Sectoral Ministry of Labor does not seem to be able to rationalize employ opportunities despite the ubiquity of Liberians, graduates from our higher institutions of learning, who's potential are yet to be tested. It would be useful for this Ministry (Labor) to develop a skill data base. The continued absence of relevant skills has not been rationalized with the curricula of the six accredited institutions of higher learning for relevance towards our National Development Scheme.

The proposal for the policy seminar for job creation was overwhelmingly endorsed by plenary with some Senators including, Bong County senator, Henry Yallah, Gbarpolu County Senator, Theodore Momo, Rivercess County Senator, Dallas Gueh blamed the Executive for not enforcing the labor law of Liberia.

Meanwhile, The Liberia Senate has mandated its, Labor,Concession and Investment as well as Agriculture and Forestry Committees to plan the Policy Seminal which is expected to take place in early September at the Mamba Point Hotel
