Liberia: Senate Concurs With House of Representatives to Pass the Harbel Community College Bill

The Liberian Senate on Tuesday September 21st, 2012 passed into law a bill establishing the Harbel community college during plenary of the Liberian Senate.

On the 13 of July 2012, the Senate standing committee on Education and Public Administration received from the Plenary of the Liberian Senate an act to establish the Harbel College in Margibi County to advise and make recommendation pursuant to the act.

According to the document from the Senate plenary the document is the findings of the educational committee.

The Liberian Senate deliberated that being cognizant of the responsibility of the committee, consultations and deliberations were held and it discovered that the National Legislature in 1989 passed an act that created the National Commission on High education.

Article 1b and c of the act that create the national Commission on higher education during the third session of the National Legislature in 1989, empowered the Commission to monitor, evaluate and accredit all institutions of Higher learning; and approve new and existing satisfied itself of their needs for national development.

According to the findings from the committee's report, the framers of the act to establish the Harbel College have liaised with the National commission on Higher education and have been issued a provisional permit.

Therefore, the full plenary of the Senate having done due diligence to the proposed act, and agreeing that the framers of the act have met all of the requirements of the national commission on higher education; The Liberian Senate having received from its committee the recommendation for concurrence with the acts to create the Harbel College as an Institution of higher learning in the nation, wasted no time to concurs with the House of Representatives.
