Kenya: Hurdles Bog Transition ? CIC

The Commission for Implementation of Constitution says several issues hamper the smooth transition to devolved government. CIC deputy chairperson Elizabeth Muli cited reporting of staff to the counties and the dispute over the gazetted governor's office in Embu.

She was speaking in Embu town yesterday when she led some commissioners in assessing the ongoing transition efforts. She was accompanied by the Embu county transition coordinator Joyce Kariuki, the Embu county government clerk David Kanji and Embu West acting DC Daniel Obudo.
