President Museveni stepped into the Marriage and Divorce Bill fray for the umpteenth time on Monday, with a carefully thought-out plot to kill the controversial draft law. Insider sources say the president, right from the beginning, set the tone of Monday's State House NRM parliamentary caucus meeting with an outright attack on women groups and civil society organizations.

He accused the two of getting donor money to disorganize culture. The accusation drew a strong backlash from three women lawmakers. The female MPs, according to sources familiar with the caucus proceedings, accused Museveni of neglecting women issues enshrined in the bill. The draft law, which rocketed back into the foreground of national attention after years on the shelves, has courted much controversy for much of this year and has been rejected widely in the country.
