Faced with a cut in international aid, Rwanda on April 25 became the first country in East Africa to turn to international markets to raise funds by launching a $400 million 10-year bond.
The money is to be used to refinance existing debt, pay for a hydro power project and complete a convention centre in the capital, Kigali.
