Kampala was last week plunged into a commercial lockdown, as traders protested the pre-import verification of conformity to standards (PVoC).
The traders say the charges are too high and some have described them as a form of double taxation since they would have to pay taxes once the goods are in Uganda. The government has consistently argued that PVoC is necessary to check the influx of substandard goods.
