Zanzibar — THE Minister for Health, Mr Juma Duni Haji, has said that reliance on cash budget is partly to blame for the shortage of medicines and equipment in hospitals in Zanzibar.
The minister was responding to concerns from members of the Zanzibar House of Representatives after debating his 2013/2014 budget proposals amounting to more than 27bn/-. Mr Haji said that his ministry, like other ministries, get their budget allocations as the government collects funds.
