Rwanda: MINEAC Gets New Minister

President Paul Kagame today, sworn - in the new Minister for East African Community (MINEAC) Jacqueline Muhongayire at a ceremony where the Chief of Defense Staff, Gen. Patrick the new Deputy Inspector General of Police in charge of Operations, Dan Munyuza were also sworn - in days after their appointment.

Muhongayire came in to replace Monique Mukaruliza whose sacking came as a surprise to many. Mukaruliza has been the Minister of EAC affairs since 2008.

Speaking at the ceremony which took place at the parliamentary building Kimihurura, President Kagame made it clear that he had sacked Mukaruliza for incompetence.

The President said that that he replaced Mukaluriza with Muhongayire because the former failed to organize well the recent EAC delegates' conference in Kigali.

"Why can't you communicate, where's your coordination. We can't reach any goals without working efficiently. This is the reason why I decided to change the Minister of East African Community," he said

He added that he personally requested Foreign Affairs Minister Louise Mushikiwabo to apologize to East Africa Community (EAC) delegates because of how the meeting was poorly organized.

Kagame said he made the scandal public to "stop any further speculation" in the public domain. He cautioned other civil servants and said that it looks like some of them had forgotten their responsibilities.

"I'm reminding you that we have to collaboratively work together for the development of the country. Rwanda cannot be changed by words alone, we need action and we need to work together efficiently."

He made it clear that for Rwanda to achieve her goals, it requires a change of mindset, an understanding of challenges and solutions, productivity and efficiency.
