Over the past few days, the Public Procurement concessions Commission(PPCC) has been the target of unwarranted allegations by some institutions and individuals, including the Liberia Anti-Corruption Commission(LACC).
The PPCC would like to state categorically that it has and will never resort to acts inimical to the effective implementation of its mandate. The PPCC in carrying out its statutory functions requested from the LACC and other Governmental entities, documents leading to contract awards for Fiscal Year 2012/2013 and/or contract awards for Fiscal Years 2010/2011, 2011/2012 for all contracts exceeding ten thousand United States dollars(US$10,000).
In the case of the LACC, it submitted several documents for review, in keeping with the PPCC's request. After thorough review of documents submitted, the PPCC forwarded a preliminary report to the LACC with its findings on June 25, 2013, which requested any additional documents and/or clarifications, as appropriate, to facilitate finalization of the report.
Regrettably, to date, the PPCC has not received a formal response from the LACC as per its letter and in keeping with the law, but the LACC has instead taken to the airwaves to reportedly clarify said issues and at the same time castigate and cast doubt on the integrity and professionalism of the PPCC.
The PPCC therefore advises that LACC and all duly notified by the PPCC to kindly communicate directly with it on this and other related matters so as to maximize economy and efficiency in procurement and concessions, and obtain best value for public expenditures," as opposed to employing counterproductive tactics, which seek to undermine its efforts of achieving transparency in procedures and decisions relating to procurement and concession agreement as well as promoting economic development in Liberia.
