Mozambique: Council of State Calls for Elections to Be Held On Time

Maputo — The Council of State has called for general elections to be held in 2014, as envisaged by the Mozambican Constitution.

The Council of State is a body that advises the President of the Republic. The President must consult with the Council prior to decisions on the dissolution of parliament, the holding of referenda, the declaration of a state of siege or state of emergency, or fixing the date of general elections.

The membership of the Council includes former heads of state, the chairperson and any former chairpersons of the Mozambican parliament (Assembly of the Republic), the Prime Minister, the ombudsman, the chairperson of the Constitutional Council, the runner-up in the latest presidential elections, and a number of prominent figures appointed by the President and by parliament.

It met in Maputo on Monday. One member, Graca Machel, was not present as she is with her critically ill husband, Nelson Mandela. Another member, Afonso Dhlakama, the leader of the country's largest opposition party Renamo, was also not present.

According to the President's spokesperson, Edson Macuacua, the main issues discussed were the social, economic and political situation, and details of the general election.

The Council of State stressed the need for the President to call the elections in 2014 as demanded by the Constitution, to celebrate and consolidate the culture of peace and strengthen multiparty democracy.

The meeting also analysed the current state of political, economic and social development. It welcomed the country's stability and growth, and commended the public investment in infrastructure.

According to Macuacua, President Armando Guebuza asked the Council's advice on his public speeches. It replied that the speeches should contribute to social harmony and not promote belligerence, violence or incite violence.
