Tunisia: UGTT Initiative to Overcome Crisis

Tunis — To emerge from the situation of crisis in the country, the Tunisian General Labour Union (UGTT) recommends the dissolution of the government and the appointment of a consensual national personality for the formation of a new cabinet.

The members of the new government pledge not to bid for the next elections. Their mission consists, mainly, in the management of the current affairs and the re-establishment of security to allow the next elections take place in appropriate conditions.

The Trade Union also calls for :

the dissolution of the Revolution Protections Leagues (LPR) and prosecute the individuals involved in crimes or acts of aggression.

The creation of new mechanisms to guarantee neutrality of the administration, educational institutions, university, cultural spaces and places of worship.

The creation of a national authority tasked with investigating the assassinations and the terrorist acts targeting the politicians and the soldiers.

The promulgation of a law on the fight against terrorism and the association of the unions of the security forces and the reform of the security apparatus.

The creation of a commission of experts in constitutional law for the revision of the last version of the constitution and the elaboration of a draft electoral law. The commission should end its works 15 days after the date of its creation, UGTT specifies.

The promulgation of a constituent law which recommends that the National Constituent Assembly (NCA) adopts the draft Constitution and that of the electoral law and be tasked with the installation of the Higher Authority for the Elections. The NCA disposes of 15 days from the date of reception of the two draft laws from the commission of experts to act.

In case it does not approve the two draft laws in 15 days, the NCA is considered as dissolved.
