Rwanda: Musanze Hailed for Performance

Musanze has been hailed for the efforts put in the implementation of performance contracts, better known as Imihigo, with officials saying the district is on track.

Dr Egide Rugamba, the director general in the Ministry of Local Government, however, challenged the district to carry out more greening and beautification, as well as put more efforts in infrastructure development in the town centre and surroundings areas.

"The district is on the right track and things are better compared to previous years," he added, following an evaluation of the district. Rugamba also urged the district to make timely reports on its performance contracts. The district's vice mayor in charge of economic development, Jerome Mugenzi, said the district is optimistic to deliver on all its performance targets.

"Sixty-one targets were laid out in the performance contracts we signed last year and indications show we are on track," said Mugenzi.

Imihigo concept was introduced in 2006 at the start of the second phase of decentralisation as a tool to help promote service delivery in the public sector.
