Kenya: Give CDF to Counties - Senators

SENATORS have opened another front in their war with the National assembly after it emerged that members of the Senate are pushing for the CDF kitty to be taken away from MPs and its management vested with governors.

They argue that channeling the funds through MPs not only causes confusion, but also undermines devolution.

Senators Otieno Kajwang, Kipchumba Murkomen, Henry Ole Ndiema and Kembi Gitura yesterday complained there were too many parallel devolved fund systems which have compromised could inefficiency.

They called for a single entity to coordinate all funds to ensure devolved funds to serve their purpose.

The Senators made their views known on Tuesday during a consultative forum between them and ministry of Planning on the second Medium Term Plan for Vision 2030.

Murkomen complained that there are too many devolved funds managed by too many entities which was causing confusion to the people.

"The funds should be channeled through the county governments to save on the costs of paying the overheads of the parallel systems that manage the funds," he said

He said a lot of money is getting lost because of no clear way of channeling them to various centres of financial management in the counties.

Kajwang said the only reason why CDF were channeled through MPs was because there was no government at a local level

"Now that we have county governments in place, it is only fair that these funds are channeled through the governors," he said.

Kembi-Gitura said CDF is a devolved fund which should not be used as political tool. "It is important they go to the counties through the governors who should devolve them to the wards," he said.

However, the Principal Secretary in charge of Planning Peter Magiti described CDF as "difficult area" and which requires "untying of a legal quagmire" by MPs.

He said it had not be agreed on which reforms should be carried out in the management of funds.

"As a ministry we are implementers and reforms on the management of the funds cannot come from the ministry. It can only come from MPs and we shall support the process," he said.

The PS said the management of the funds is guided by the CDF (Amendment) Act 2013 and that the ministry could not "jump" the law and vest its management to governors.
